Effective Date: April 2016 Location: Maidstone House Job Title: Senior Planning (Enforcement) Officer Responsible to: Principal Planning Officer Grade: 10 - 11 PURPOSE OF JOB To undertake the Council’s responsibilities under the Town and Country Planning Acts and related legislation in the Borough, and to assist the Principal Planning officer in the running of the team. MAIN ACCOUNTABILITIES  Appraise and evaluate enforcement complaints and breaches of planning control, negotiate, innovate and develop them and asses them against policy and other material planning considerations and formulate recommendations either to the Principal Planning Officer, Development Manager or the Head of Planning and Development.  Advise or assist in advising members of the planning committee through appropriate recommendations and substantiate and justify them in order to ensure that the decisions reached are in accordance with law, practice, policies and Government advice, and are reasonable and sustainable on appeal.  To attend the Planning Committee meeting from time to time to present cases which may arise principally from retrospective applications. This Committee normally commences its meetings at 6pm.  Compose and explain the Council’s case in Court proceedings, and at appeal which may include Public Inquiries, ensuring that the views of the Council are properly represented.  Assist Principal Planning Officer/Development Manager in the monitoring and approval of work of the Enforcement Team members to maintain a high level of quality in decision making and meeting the performance targets set by the Council, Head of Planning and Development or Development Manager from time to time.  Establish and maintain contact with complainants, the people subject of the complaint, their professional agents, and others involved in the development control/enforcement process, in order to undertake effective negotiations and to reconcile competing or contradictory views in order to establish whether a breach of planning control has occurred, and if it has, the most effective way of remedying it.  Assist the Principal Planning Officer in the development needs of the Enforcement Team and to help develop the team’s professional and technical skills in order to maintain an effective workforce and the required level of service and performance.  Carrying out of default action to rectify a breach of planning control on site.  Monitoring of commencement of development and other works permitted under the Town and Country Planning Acts and related legislation, and of implementation in accordance with the terms and conditions of such permissions and consents.  Identify and participate in training, seminars and short courses relevant to enforcement matters and assist the Principal Planning Officer in training and development of other members of the Enforcement T eam.  Investigations of alleged breaches of planning control or planning application site visits may be required outside normal office hours.  Commitment to the Council’s Corporate Plan  To undertake any training and development as required  To comply fully with the Council’s Equal Opportunity Policy  To comply fully with the Council’s Health and Safety at Work Policy 
