Registration procedures and residence permits
- To reside in Slovenia for a period exceeding three months, you will need a confirmation of your registration of residence. You must apply at any administrative unit. It will be granted on the basis of a valid identity card or passport. In the case of planned employment, you must submit confirmation from your employer that he will employ you or proof of employment (an employment contract) and, in the case of study, self-employment or retirement, evidence thereof. You must also provide proof that you have a secure means of subsistence and appropriate health insurance. After submitting your confirmation of registration of residence, you must also register your residence at an administrative unit within three days. Proof of ownership, a rental contract or the consent of the owner shall be accepted as proof. Up until your registration of residence is confirmed, citizens of EU Member States must also register at the competent police station within three days of arrival in the country.
- However, as a national of a Member State of the European Union you may only be refused residence in Slovenia if you do not meet the conditions for being granted confirmation or if you constitute a threat to public order or national security.
- You may acquire a permanent residence permit if you are an EU citizen and have been residing in Slovenia for five years, which you demonstrate by means of a confirmation of registration of residence. Until registration of permanent residence in Slovenia, you will continue to have registered permanent residence in your own country.
Kinds of employment
In addition to the Zakon o delovnih razmerjih (Employment Relationships Act), this area is also covered by collective agreements and general acts of the employer.
An employer recruiting new employees must publish a vacancy.. This can be published at the Employment Service of Slovenia, in media, on websites or in publicly accessible business premises of the employer. The announcement has to include details of the employer, details of the job, the job requirements, the manner of application and the application deadline, which cannot be less than three days.
Before work commences, an employee and employer conclude a written employment contract. A worker may be employed upon reaching the age of 15. The employment relationship is entered into for a specified or unspecified period, either full-time or part-time. In an employment contract the employer may also lay down a probationary period.
After an employment contract has been concluded, the employer is required to register you for sickness, pension/disability insurance and unemployment insurance within eight days. The employer is required to provide you with a photocopy of the insurance registration form.
Apprenticeships and traineeships are performed only at those employers for which a special law or collective agreement so provides on the level of the specific business activity, such as state institutions, health, education etc.
Slovenian legislation recognises several special forms of employment for one-off, occasional and short term work, such as work on the basis of contracts governed by civil law, such as contracts for services and work, and work on the basis of a referral from the student service.
