Manpower Technical is recruiting for experienced Housing Standards &Enforcement Officers on behalf of our client located in Lincoln. The role is Contract, and based within the Public Sector. To be responsible for improving housing standards across the City by undertaking the more complex caseloads, such as, serious disrepair requiring the assessment of property standards in line with the Housing Health and Safety Rating System; prepare schedules of work, liaise with specialist consultants, take relevant enforcement action and supervise work in default as appropriate ensuring value for money and budgetary control. To work across the full range of housing standards services including Houses in Multiple Occupation (HMO), Empty Properties, Landlord Accreditation schemes and the private rented sector. Contribute to, where appropriate, Council strategies to secure targeted improvements to the most vulnerable residents through area based regeneration initiatives &other partnership based projects. To bring about the re-use of empty dwellings by using the most effective mechanism. To investigate cases of statutory nuisance and risk to public health and pursue an effective resolution. To carry out health risk assessments to support applications for local authority housing and for immigration purposes. Inspect static caravan sites, unauthorised traveller''s sites and houseboats for the purpose of ensuring compliance with statutory provisions and Council policies. To be educated to a degree level or equivalent which has led to:- i) Holding an Environmental Health Registration Board (EHRB) Certificate as a fully qualified Environmental Health Officer or Higher Certificate in Housing Practice OR ii) Demonstrates relevant and equivalent knowledge and is a member of Royal Institute of Chartered Surveyors (RICS), Chartered Institute of Housing (CIH) or Chartered Institute of Building (CIB) Knowledge and experience of implementing the law relating to housing standards, housing assistance, houses in multiple occupation, public health and relevant enforcement procedures. Competence at using Microsoft Word, Excel and Powerpoint to produce spreadsheets, reports and plans. Shifts: Full Time. Salary: £15.46 Hourly.
